1.0 EXECUTIVE SUMMARY:

HSA was established exclusively to ensure the post-9/11 national defense and security of the US Homeland. In meeting this important National mission, Major General (Ret) Harding assembled an outstanding core of HUMINT, CI, General Military Intelligence (GMI), security and intelligence management professionals and SMEs capable of addressing the critical SME support services inherent in our MOBIS schedule. Because of the extensive range and depth of our capability, HSA is uniquely capable of meeting the SME element requirements in the timeliest and cost effective manner available.

The HSA team brings proven, current, and expert coordination skills grounded in extensive training and hands-on familiarization, combined with expertise in evolving Joint and Coalition HUMINT, CI and GMI, as well as security tactics, techniques and procedures. All our training instructors have current, real world operational experience in the latest tactics, techniques and procedures.

Our professional staff, SMEs and management team includes a former general officer, O6-level HUMINT and CI commanders, senior IC civilians, and a number of former field and company-grade intelligence officers, warrant officers, and noncommissioned officers. Collectively, we have managed combined, joint, operational, strategic and tactical HUMINT and CI activities. We bring DIA, J2-level, and senior G2-level CI and HUMINT leadership and expertise to the mission.

HSA is highly versed in debriefing and interrogation operations; international law and procedures for screening, interrogations and collection; sound HUMINT and CI staff procedures; JCS standards for deliberate, contingency and ad-hoc intelligence mission planning, campaign and targeting; CI/HUMINT organization and activities conducted at joint, combined/coalition and general CI/HUMINT (J/C/G2X) echelons of military operations; and national coordination and approval processes. These capabilities makes HSA singularly qualified to effectively manage, advise and implement tangible, innovative strategies and outcomes to meet required service needs.

3.0 HSA UNIQUE TRAINING CAPABILITIES

3.1 Counterintelligence and HUMINT Subject Matter Expertise

HSA can provide unparalleled expertise and experience in training all elements of supported commands in developing both overt and controlled CI and HUMINT operational plans and proposals to facilitate CI and HUMINT collection operations as required. Our capability in this area extends from the ability to develop overt debriefing programs to controlled operations. The goal will be to assist teams in rapidly spotting collection opportunities and quickly turning around operational proposals to higher headquarters for approval. Preferred methodology will be to provide operational elements with blanket concepts to maximize operational flexibility and rapidly respond to the requirements of the warfighter. HSA experience in the Southwest Asia theater has resulted in a thorough understanding of the command’s process and focus for operational concepts and our experience working with the theater’s J2X, C2X, G2X and S2X structures and personnel will ensure rapid and successful approval of plans and proposals that are operationally sound and focused on producing actionable intelligence. We have a thorough understanding of the theater of operations and the unique nature of the mission of the units assigned. We clearly understand the cultural dynamics of the tribal structure and can leverage this knowledge to produce successful CI and HUMINT operations. Furthermore, our SME’s bring an expert knowledge of operational tradecraft and techniques that are suitable to each COCOM in DOD.

3.2 Counterintelligence Planning

The HSA team collectively brings powerful and extensive experience in the authoring, editing, staffing, and implementation of counterintelligence planning documents from government agency, military service, combatant commander, and Joint staff perspectives. Our CI planning experience includes the development of plans for strategic national Joint CI and intelligence operations and investigations. Our personnel have planned operations from the general officer level to the operational CI field detachment level. We are proficient in the management of planning processes to insure focus on task and minimal time and resource expenditure between concept initiation and plan implementation. We are experienced in planning for the overseas deployment and follow-on support of personnel dedicated to a mission. We are proficient in planning investigations, technical CI operations (such as computer forensics and counter-hacking operations, the “debugging” of physical facilities, the use of polygraph, offensive and defensive information operations), force protection operations, human intelligence collection operations, and multi-faceted physical security programs.

3.3 Vulnerability Assessments

Our analysts are proficient in: foreign intelligence and espionage threats, terrorism threats, facility vulnerability analyses, information assurance and computer penetration analyses, personnel and physical security weakness analyses, technology protection. We can organize and manage analytical tasks and projects to satisfy client information requirements. Our team can provide overall project management for all-source, multi-discipline analytical tasks. Our team can plan and conduct “Red Team” penetration operations designed to test the physical, personnel, computer, and information security of a customer’s facility and activity. We can attack a client’s computer network, replicating the capability of potential hostile attack to identify weaknesses and develop effective countermeasures before an actual penetration occurs. Our personnel can conduct operations to collect and analyze information on client activities to provide the client with an assessment of what information a hostile force could gather. We can then work with the customer to plug the gaps and stop the flow of inadvertently disclosed information. We are expert in organizing vulnerability assessments that require the cooperation of multiple agencies and security activities to insure that the ultimate results provide the customer the most comprehensive security weaknesses picture obtainable.

We can employ a wide array of technical and electronic signature measurement tools to complement the conduct of any assessment. Our team is prepared to construct and deliver security training programs of instruction to the client’s workforce as part of a collaborative effort to reduce weaknesses identified in the vulnerability assessment. We can remain on site with the customer for as long as desired after the assessment results have been provided to the customer to orchestrate security corrective actions and are prepared to lead this effort for the client, should the client so desire.

3.4 J2X Operations

HSA worldwide and the quality of personnel will provide the command with expert assistance in CI and HUMINT coordination and de-confliction. We can teach use of a central source registry to improve the quality of data resident and to export this from the C2X to the S2X level. We can instruct on the use biometric tools available to preclude multiple recruitments and thoroughly synchronize and coordinate efforts across the command and with other DoD agencies along with national agencies. HSA’s unique expertise working with DIA, CIFA, NCIS, AFOSI, along with the FBI and other national agencies, will allow us to bring a critical understanding of tactics, techniques and procedures (TTP) utilized and how to de-conflict Joint HUMINT collection operations with those of other agencies. Utilizing current theater intelligence architecture, we intend to automate as many functions as possible to allow for responsive and timely common situational awareness and seamless de-confliction. We will teach management of HUMINT operations based upon the terrain, threat environment and factors such as heavy mining. Given these conditions, we believe it is critical that coordination and de-confliction occur at every level of operations.

3.5 Asset Management

Asset management is critical to the conduct of successful HUMINT operations. HSA brings a unique knowledge of 2X functions to bear in this situation. Our instructors will improve the identification, tracking, monitoring, assessment, and exploitation of HUMINT resources. Focus will be on the development and refinement of tools and systems to determine the reliability and veracity of the source and information provided. A key factor we will focus on is utilizing and integrating all source intelligence to confirm or deny source information. We will also focus on both IIR and spot report evaluation and feedback from other collectors and analysts.

3.6 CI and HUMINT Reporting Dissemination

To produce actionable intelligence in the timeliness of reporting is a critical factor. Utilizing command systems already in place, HSA will ensure that Joint CI and HUMINT architectures effectively execute investigative and HUMINT Time Sensitive Collection and Dissemination requirements. We will teach the refinement of the current CI and HUMINT collection management process that is embedded in the C2X to S2X architecture. We will also establish clear lanes to other DoD and national collectors and CI agencies such as AFOSI, NCIS, CIFA, INSCOM and the FBI to allow the command to leverage assets and resources that can be utilized to fulfill these requirements.

3.7 HUMINT Collection Management

In the Global War on Terrorism HUMINT is the best source of actionable intelligence at both the tactical level and in terms of advancing the politico-military goals a COCOM. HSA brings a unique insight and ability to interface with the warfighter and translate their requirements into priority collection requirements that will result in actionable intelligence. Extensive HSA expertise and experience in HUMINT collection management will allow us to identify the collector and vehicle best suited to collect against this requirement, task the appropriate element, rapidly process and accurately disseminate the results. The extensive knowledge and experience of HSA instructors will provide JFCOM with an asset that cannot only task and monitor, but work directly with operational management teams (OMT) and tactical HUMINT teams (THT) to train them to expertly execute taskings and missions. Under the direction and guidance of the command’s designated representatives, we can clearly identify priority collection requirements, evaluate and refine these requirements for HUMINT collection and identify the most suitable collection elements.

3.8 CI and HUMINT Control and Oversight

Working with the 2X Staffs, operational commanders and collectors, HSA instructors can ensure CI investigations and operations along with HUMINT source operations, interrogation and debriefing operations are conducted in compliance with all US Government, DoD and service policies, guidelines and directives. HSA personnel previously assisted with the C2X development of both command HUMINT source operations and interrogation operations along with CI investigative and operational procedures and oversight policies. Personnel also participated in detailed assessments of the results of these efforts. This effort makes HSA uniquely suited to train COCOMs in providing proper control and oversight of CI investigations, CI operations, interrogation, debriefing and controlled collection operations.

3.9 ICF Expenditures Oversight

Use and oversight of intelligence contingency funds (ICF) has been a recurring difficulty in the Southwest Asia (SWA) theater of operations. HSA can bring unequaled subject matter expertise train COCOMs in this area. Utilizing experience gained in both HUMINT and CI Operations, we will focus on ensuring all regulatory requirements are met while streamlining current policies and procedure in place within theater to allow operators timely receipt of funding to support critical missions. The main focus will be to develop procedures in place to allow recurring use of ICF at the OMT/THT operator level while maintaining oversight and review at the appropriate staff level. HSA expertise will allow for account establishment at all echelons and the ability to navigate through other DoD and national agency regulatory requirements to use their resources in support of warfighter requirements.

3.10 OMT/THT Collection Operations

HUMINT collection operations are the bread and butter of HSA subject matter experts. Knowledge of the operational cycle and the ability to execute this cycle will result in marked performance increases from OMTs and THTs under HSA training guidance. Tradecraft skills of HSA personnel have been developed through extensive training in the intelligence community and decades of practical utilization in the field. This unique capability will be fully leveraged to provide one-on-one training and advice to operators in all facets of overt and controlled collection to teach, coach and mentor thus allowing OMTs and THTs to fully exploit sources in response to identified requirements. We also intend to establish and train clear HUMINT performance metrics to guide focus, operations and training.

3.11 HUMINT Collection Guidance

HSA subject matter experts are operators who understand and are capable of providing hands-on support to deploying HUMINT personnel. We are prepared to assist COCOMs in all facets of operation from overt to controlled collection. We intend to train and assist by being on the ground, co-located and, if necessary, walking personnel through the entire process of spotting, assessing, recruiting, training and dispatching. In addition, we are fully capable of providing physically fit personnel with the soldier skills to excel in that challenging operational environment.

3.12 Intelligence Reports

Extensive experience working within the DoD’s collection architecture with training in DoD Strategic Debriefing, MOTC and FTC, provide the basis of HSA expertise in this area. We will publish and disseminate appropriate cites directly linked to contingency and warfighter requirements. In addition, utilizing automated mechanisms in place, we will ensure that vital intelligence is captured in IIRs to facilitate analytical support to targeting, force protection, current operations and IED neutralization.

4.0 BIOMETRICS AND FORENSICS

HSA is deeply involved in developing biometrics as a discipline critical to the success of combat operations in Iraq and Afghanistan and to our nation’s Global War on Terror. We provide on-site management and operational support to the government thru our experienced team, which already possesses the requisite knowledge, skills, abilities, and technical expertise needed to give the best possible support to the DoD’s biometrics program. HSA has been deeply involved in the development of biometrics as an important discipline that is critical to the success of combat operations in Iraq and Afghanistan and our nation’s war on terror. We have provided on-site management and operational support to the government staff with an experienced team that already possesses the requisite knowledge, skills, abilities, and technical expertise to ensure the best possible support is provided to the Army’s biometrics program. Specified objectives that the team accomplished include: the continuation of proven enterprise management control systems that emphasize on-site involved senior managers, and the implementation of identified improvements, to include the introduction of a professional quality assurance team; the fusion, analysis, and production of biometric intelligence; the collection, analysis, and dissemination of forensic biometric signature data from the combat theaters; and the training of identified personnel in our proven methodologies. Our team brings unique experience to the biometrics program and provided depth to the existing staff to ensure flexibility and agility to be consistently responsive to the dynamic biometrics requirements of DoD, Army intelligence, and law enforcement communities. Our specific areas of expertise include the follow.

4.1 Forensic Analysis and Collection

HSA has proven its ability in Iraq and Afghanistan combat environments that provides unique challenges to the U.S. Army. Ides are becoming increasingly more deadly and sophisticated, and now is the greatest threat to U.S. military personnel and civilian populations. HSA personnel l support the Counter-IED Targeting Program (CITP) thru forensic exploitation of IEDs and IED material and collection of biometrics in the form of latent prints and DNA. This significantly improves the Army’s ability to identify and target IED bomb makers and networks. HSA personnel have expert knowledge of the range of state of the art techniques for identifying, collecting, and managing forensic biometric signature data and forensic case management practices and standards. They apply their knowledge to target personnel of high intelligence value in support of mobile tactical missions.

4.2 Latent Print Collection

HSA personnel are forward based in Iraq and Afghanistan in support of the NGIC. We recognize the role of the FBI Terrorist Explosive Device Analytic Center (TEDAC) to collect and exploit latent prints. We are also experienced in meeting the critical, time sensitive requirement for the Army to execute tactical collection of forensics which directly answer warfighter needs and can train to accepted standards

4.3 Match Analysis

We fully integrate and synchronize the efforts of Biometric personnel within the DoD Biometrics program. We exploit information derived from the DoD Automated Biometrics Information System (ABIS) and the FBI’s Integrated Automated Fingerprint Identification System (IAFIS) to enable customers to provide complete intelligence vetting and exploitation of “matches” to provide actionable intelligence for the warfighter. We can teach this process as required.

4.4 Forensics Training

HSA personnel have set the standard for Forensics Training and we are capable of executing this training worldwide. We have developed and executed the latent fingerprint mission in theater and have worked in DoD field labs, TEDAC, conducted biometric analytical assessments, and provided combat forensic training to all WIT team rotations and selected tactical units.

We can positively impact the collection of biometric evidence by training soldiers who will be accessing IED related and sensitive tactical sites on the best collection techniques. These techniques allowed for the flexibility to negotiate the unique variables presented by combat theatres. The speed at which our students can assess and collect evidence in combat theatres identified a balance between the best intelligence interests and that of prosecutors seeking formal legal action against suspected terrorists. HSA coined the training phrases “Collect Smart” and “Dust Smart,” which have defined the spectrum of priority needed to assess war scenes. The kits successfully used by soldiers for developing latent fingerprints in the field have been developed from the battlefield experience of HSA personnel obtained in Iraq while conducting the forensics mission.

We utilize the latest, cutting edge tools and techniques to ensure war related items are processed in the best way possible. Crime Scope, Lasers, Reflective Ultraviolet Imaging Systems (RUVIS), Cyanocrylate Chambers, Chemical Dye Stains, Powders, Ninhydrin, DFO are examples of items researched and purchased to perform research and gain hands on experience.

Other training highlights include:
  • HSA SME Forensic Instructors supported over 300 soldiers with the Biometric Collection and Forensic Related Collection Course, instituted and designed by the NGIC/Team IDENT partnership
  • The overall rating from the soldiers attending the Biometric Collection and Forensic Related Collection Course resulted in a 90 percent excellent or higher critique from After Action Reports.
  • Supported equipment necessary for execution of the mission was designed, developed, and implemented by HSA staff.
  • Documentation portion of the Biometric Collection and Forensic Related Collection Course was instructed by SME Team, IDENT biometric analysts.
  • HSA conducted simultaneous course instruction at different geographical locations.
